The Strategic Lead: Sector & Industry Development will support OSM’s growing role as a strategic convener, connector, and ecosystem development organization within Manitoba’s screen industry.

Who You Are

You are a strategic thinker, ecosystem builder, and relationship-driven connector who understands how partnerships, workforce development, creator acceleration, mentorship, and industry collaboration.

The ideal candidate brings:

  • a deep understanding of the Manitoba media production industry and experience related to workforce development or labour organizations,

  • strategic planning and project management experience,

  • experience managing partnerships, stakeholder engagement, and collaborative initiatives

  • experience managing partnerships and collaborative initiatives,

  • confidence engaging with industry stakeholders, funders, and public-sector partners,

  • strong communication and organizational skills,

  • and a genuine interest in helping Manitoba’s screen sector grow in an inclusive, connected, competitive, and sustainable way.

OSM is particularly interested in candidates who can help strengthen Francophone creator pathways, bilingual workforce development, and relationships within Manitoba’s Francophone screen sector ecosystem.

Bilingualism (French/English) and experience working within Francophone communities, cultural organizations, or industry networks are considered strong assets for this role.

Key Responsibilities

Sector Development & Workforce Advancement

  • Lead the development and coordination of OSM’s creator, producer, mentorship, and workforce development initiatives.

  • Help advance industry-informed pathways connecting training, mentorship, professional industry attachment, market access, and long-term career sustainability.

  • Identify emerging workforce, creator, and sector development needs through industry consultation, research, and stakeholder engagement.

  • Support entrepreneurial and business development capacity-building initiatives for Manitoba creators and producers.

  • Contribute to equitable participation opportunities for Indigenous, BIPOC, Francophone, 2SLGBTQIA+, and equity-deserving communities.

  • Support initiatives aligned with Manitoba Sector Council Program outcomes related to workforce development, industry alignment, labour pool expansion, and workforce sustainability.

Strategic Partnerships & Ecosystem Coordination

  • Develop and maintain collaborative relationships with broadcasters, funders, unions and guilds, educational institutions, festivals, markets, government, and industry stakeholders.

  • Support partnership-driven program delivery and collaborative sector initiatives.

  • Help position OSM as a strategic convener, connector, and coordinating organization within Manitoba’s screen sector ecosystem.

  • Support strategic consultations, advisory committees, industry roundtables, and stakeholder engagement initiatives connected to sector priorities.

  • Contribute to interprovincial and national partnership development opportunities that strengthen Manitoba’s visibility and competitiveness within the Canadian screen sector.

Creator Development, Market Access & Industry Integration

  • Support mentorship, work-integrated learning, and creator acceleration initiatives designed to strengthen professional advancement and industry attachment.

  • Coordinate initiatives related to financing readiness, export development, market access, pitch preparation, and industry marketplace participation.

  • Support pathways connecting Manitoba creators and workforce participants with national and international industry opportunities.

  • Assist with the integration of broadcasters, distributors, strategic guests, funders, and industry experts into OSM programming and sector initiatives.

  • Support strategic industry engagement initiatives connected to All Access 365 and All Access 2027.

Industry Intelligence, Evaluation & Strategic Reporting

·       Support sector intelligence gathering, workforce needs assessments, and industry consultation activities to inform responsive workforce and sector strategies.

·       Assist with the development of evaluation frameworks, KPIs, and measurable workforce and sector outcomes.

·       Collect and analyze participation data, stakeholder feedback, engagement metrics, and program outcomes.

·       Prepare reports, briefing materials, and strategic summaries for funders, partners, government stakeholders, and advisory groups.

·       Contribute to funding applications, partnership proposals, and strategic initiatives aligned with OSM’s long-term ecosystem development goals.

Work Environment

OSM currently operates on a four-day work week model as part of its commitment to organizational sustainability, workplace wellbeing, and modern workforce practices.

This position reports to the Executive Director and works collaboratively across OSM committees, strategic partners, and sector stakeholders.

Pay and benefits

  • The annual salary range for this position is $61,000 to $66,000, based on qualifications and experience.
